Council adopts residency amendment for Resilience Authority board; final hearing set for June 15

The Anne Arundel County Council on June 1 adopted Amendment 2 to bill 3026, which revises membership rules for the Resilience Authority of Annapolis and Anne Arundel County to require that 10 authority members be residents of the county. Administration representative Ethan Hunt said the amendment preserves local residency for most appointees while leaving limited flexibility to recruit specialist expertise if needed.
"Currently the board is comprised of nine appointees of the county executive and three appointees of the mayor of the city of Annapolis," Hunt said, describing the change as keeping a majority of seats reserved for county residents. After brief discussion, the council adopted the amendment by recorded vote (seven in the affirmative, none opposed). Bill 3026 as amended was scheduled for a public hearing on June 15, 2026.
Matt Fleming, executive director of the Resilience Authority of Annapolis and Anne Arundel County, and Office of Law staff were at the table during the discussion and available to answer questions; no further substantive changes were adopted at the meeting.
