Council approves final plat for Dalton River Villas; council asks about environmental oversight near waterway

Council approved Resolution 202554 on Nov. 3 to accept the final plat for the Dalton River Villas subdivision, a 16-acre undeveloped site between the Round River and Ambassador Boulevard slated for 19 single-unit residential lots, an extension of Woodbine Street and two outlots.
Beth, representing city staff, reviewed the project timeline and noted that the final plat conforms to the previously approved preliminary plat. She said a development agreement will be prepared for a future meeting. "The final plat conforms to the approved preliminary plat. It includes 19 single unit residential lots, the extension of Woodbine Street and then two outlots," Beth said.
Council members asked whether the state Department of Natural Resources (DNR) inspects construction adjacent to waterways and how the city enforces grading, landscaping and approved plans. Staff said the DNR reviews plans and provides comments and approvals, but routine construction inspection and enforcement of approved plans is the city's responsibility; the city’s inspector/consultant Hawinson Anderson conducts inspections for sewer, water and street construction on the city's behalf.
The council moved, seconded and approved the final plat by roll call. Staff said they will prepare a development agreement and continue coordination on grading and environmental compliance as the project proceeds to construction.
