The San Mateo‑Foster City School District board on May 20 unanimously adopted a community strategic plan vision the district said was developed through months of community outreach and a 45‑member vision design team that included students, parents, staff and community partners.
Chief of staff Lisa Joseph presented the finished vision language, which organizes goals into three categories — for all learners, for all adults, and for all educators — and includes a glossary to clarify terms such as “challenging” and “inclusive.” Student participants who served on the design team were showcased; one student said, “When I found out that there was an opportunity to change part of the district and to have my voice be part of it, I was very inspired.”
Trustees discussed minor wording changes requested by board members — including adding language to acknowledge the role of physical and cultural environments in supporting inclusive learning — and asked staff to clarify how the vision will translate into operational plans. The board’s approval authorizes the district to recruit cross‑sector “star teams” to develop specific actions, timelines and measures so the vision can be embedded in LCAP and budget priorities.
Superintendent OOA described the next phase as moving from aspirational language to concrete actions, acknowledging that operationalizing the plan will require program changes and fiscal adjustments over multiple years. The board approved the vision and agreed to begin the work of converting it into strategic actions and performance measures.
