Nether Providence joins Swarthmore, Rose Valley to issue fire services study RFP amid confidentiality concerns

The Nether Providence Township Board voted July 11 to issue a request for proposals (RFP) for a regional fire services study in coordination with Swarthmore and Rose Valley, after a previously engaged consultant withdrew.
Commissioner Garson described the study's scope: assess volunteer staffing levels, mutual aid arrangements, equipment needs and best practices to guide future policy decisions. Fire-company leaders reviewed the draft RFP and requested two contract provisions: a clause barring consultants with prior affiliations with any of the fire companies and a confidentiality clause to protect information (for example, names of minors who assist or otherwise sensitive personnel information).
Solicitor Scott cautioned that consultant reports may constitute public records and that confidentiality language must be narrowly tailored. "If we get a report from a consultant it's going to be a public document so I'm not quite sure what it is they're trying to keep confidential," Scott said, while acknowledging protections for minors under record laws as a reasonable accommodation.
Commissioners debated how to define "affiliation" so the township would not unintentionally exclude competent bidders; some supported the aspirational exclusion while recognizing it could limit the bidder pool. After discussion, the board moved to issue the RFP in conjunction with Swarthmore and the motion passed.
The study is intended to produce data the board can use to evaluate declining volunteerism, response staffing levels, mutual-aid patterns and resource needs. Commissioners said staff will finalize RFP language to balance fire-company privacy concerns with public-record obligations before issuing the solicitation.
Next steps: township staff, in coordination with municipal partners, will finalize and publish the RFP and return to the board with any substantive proposal-processing recommendations.
