Windsor board adopts 13% water-rate increase effective next billing period

Trustee John R. McNulty offered the resolution and Trustee James W. Miller seconded it. The board voted unanimously in favor; Mayor Ronald G. Harting and Trustees Elaine L. Card, John R. McNulty, James W. Miller and Thomas M. Skinner recorded aye votes and the resolution was declared effective April 3, 2025.
Under the amended schedule, the quarterly base for single-unit village residents will rise from $56.90 to $64.30 and the over-20,000-gallon rate will increase to $6.43 per 1,000 gallons. Multi-unit customers’ base will move from $60.00 to $67.80 with an overage rate of $6.78 per 1,000 gallons. The non-village base rate will change from $85.30 to $96.40 with an overage rate of $9.64 per 1,000 gallons. Bulk water was raised from $15.50 per 1,000 gallons to $18.00 per 1,000 gallons. The resolution text specifies payments are due quarterly in May, August, November and February.
Treasurer Patricia L. Harting told the board the increase responds to rising costs for water testing, maintenance, supplies and the need to save for future improvements and unanticipated repairs. The minutes record no recorded dissent; the board approved the change by roll-call aye votes.
The resolution is effective immediately; customers should expect the new rates to appear on the next billing cycle following the board’s action.
