Suffolk staff seek HUD CDBG and HOME allocations; CDBG ~$516,000, HOME ~$360,000 proposed

Planning and Community Development staff presented the proposed FY2026 annual action plan for City of Suffolk Community Development Block Grant (CDBG) funds and Western Tidewater HOME Investment Partnership funds and outlined the planned uses and schedule for public engagement.
Deidra Garrett said the CDBG allocation for the city is estimated at about $516,000 and the HOME allocation for the consortium is approximately $360,000. Garrett described the CDBG program as focused on developing viable urban communities and noted the HOME program supports homeownership and homeowner-occupied rehabilitation across the Western Tidewater HOME Consortium jurisdictions.
Planned uses and partners: Garrett said the CDBG funds will be split among the Hillpoint Trace project, the homeowner-occupied rehabilitation program (administered by the Suffolk Redevelopment and Housing Authority), and a 15 percent public-service mandate shared among five subrecipients: Western Tidewater Free Clinic, For Kids, the Genieve Shelter, the Boys and Girls Club of Southeastern Virginia, and Children's Harbor. The HOME allocation will be split among consortium jurisdictions and includes a 15 percent CHDO set-aside intended for Habitat for Humanity, Garrett said.
Public process and schedule: The action plan is available online and a 30-day public comment period is open. Garrett said staff propose a public hearing on April 15 and an adoption on May 6, after which the city will submit the action plan to HUD by June 15 for federal approval.
Council did not ask questions at the work session and staff closed the item; Garrett remained available for follow-up questions and public comments during the comment period.
