Rees said Harris applied a tourniquet "high and tight," controlled heavy bleeding and maintained composure until EMS arrived. A longtime paramedic later told staff that without that action the woman likely would have died. Council presented Harris with a life‑saving award and took photographs.
In the same segment, Mayor Pro Tem Molina read a proclamation recognizing Municipal Clerk’s Week in Alice, noting the role municipal clerks play as official recordkeepers and in administering municipal services. The mayor invited the clerk and deputy clerk forward for a photo.
The presentation and proclamation did not require a council vote; both were ceremonial acknowledgments. The council then proceeded to other agenda items.
