Board selects two engineering firms for master services agreement, forwards contracts to council

The St. James Utility Board voted to forward a recommended master services agreement (MSA) and short-list of firms to the city council for approval.
Leanne, a city staff member, summarized the procurement process: the city issued an RFP for general engineering services (streets, stormwater, water, wastewater and natural gas), received three proposals and the selection advisory committee recommended two firms — Toten Associates and Archer/CM Archer — for an MSA arrangement. "They would send us a quote for each task and we would use the master agreement to authorize work," Leanne said.
Board members noted the utility's ongoing need for consultant capacity and agreed the MSA template, approved by the city attorney, will streamline project-level work. A motion to forward the recommended MSA and selected firms to the council for the May 11 agenda passed by voice vote.
Staff told the board the MSA would be used to assign specific tasks by quote and task order, not to pre-approve individual project payments; each task order will include cost estimates and scope for council review when required by procurement rules.
