Paducah Planning Commission recommends rezoning on Maguire Avenue to allow CrossFit gym and tattoo studio

The Paducah Planning Commission on June 1 recommended that the Board of Commissioners rezone 837, 857 and 867 Maguire Avenue from R4 (high-density residential) to B1 (convenience and service) to permit a CrossFit gym and a tattoo studio in an existing building.
Planning staff member Mr. Summers told commissioners the three parcels total approximately 5.73 acres and that the area’s designation changed to commercial in the Paducah and McCracken County Comprehensive Plan adopted in January 2025, meaning the proposed map amendment would bring the parcels into conformance with the plan. "The previous future land use map showed that area to be neighborhood conservation and the new comprehensive plan it was shown to be as commercial," Mr. Summers said.
At the public hearing Mark Buford, who identified himself as the accountant for the properties, said the owners want to "bring it into full compliance" and noted that if the gym tenant leaves, without rezoning the owners could not return the space to the prior use. "Basically we're just trying to bring it into full compliance," Buford said.
Commissioner Benberry moved that the commission recommend approval and read eight findings of fact supporting the recommendation, including that the existing R4 zoning is inappropriate for the lots, that the change would remove a nonconformity, and that the site is suitably buffered by adjacent multifamily development. The motion was seconded and passed on a roll call with the commissioners present voting in favor.
There was no public opposition recorded in the hearing. The commission’s action is a recommendation; the Board of Commissioners will next consider the formal map amendment and make a final determination.
