Trustees move forward with zoning and liquor-code text amendments after debate on thrift stores and liquor language

"We—e trying to just reorganize all these uses here," he told trustees, explaining the intent to call out thrift stores as a distinct category rather than to change their substantive treatment.
Trustees examined where thrift/resale stores would be permitted by right (C1, C2 and C3 under the proposed text) versus the existing ordinance, which currently treats the use as indoor retail and permits it in additional commercial zones. Board members discussed whether to restrict the use to fewer commercial districts or retain broader permissions; one trustee said the current retail classification likely remains acceptable if trustees prefer less restriction.
Separately, trustees debated language in chapter 227 and related section 83-71 concerning liquor-license holders and hours of operation. The village attorney recommended an amendment to change the phrase from "valid liquor license holders" to "current liquor license holders" in one provision to align code language; the board adopted that amendment on a roll call that included one abstention by Trustee Rinders. The attorney clarified that other sections referencing current liquor license holders should remain consistent to avoid legal conflict with the liquor-code framework.
During the discussion trustees noted the amendments respond to prior inquiries and uses, including a previously considered proposal for a crematorium at Jewel Plaza (described in the meeting as an animal service application). Trustees did not make a final policy change specific to crematoria during this meeting but discussed zoning appropriateness in the context of the code updates.
The board agreed to continue an incremental approach to code updates rather than attempting a wholesale rewrite, and directed staff to process the adopted amendments as motions passed at the meeting.
