Moyers outlined major items in the city portion (insurance recoveries, public safety grants including a student resource officer grant, a national highway traffic safety grant, public works grant dollars, and HUD reappropriations for prior‑year HUD funds). The HUD appropriation in the package totaled $624,646 across multiple years of unspent HUD funds that must be reappropriated to be spent.
On the school side, Moyers said the schools received a TEASE (Targeted Extended Enriched School Year) grant of $400,000 intended primarily for middle school programming, plus targeted school improvement grants and additional state funds to pay bonuses; the local share of those bonus payments was cited as $180,946.
The public hearing was opened and three brief public comments/questions were recorded (one about CIP interest); no votes were taken on the amendment that night. Moyers said the public hearing had been advertised and that council will consider the amendment for adoption at its June 25 meeting.
Councilors asked clarifying questions about the HUD multi‑year appropriations and the composition of grant revenues; Moyers said many items are routine reappropriations and annual grants that are appropriated after receipt. She offered to provide more detailed breakdowns of specific grant items on request.
