Suffolk Council adopts consent package with grants, access-road funding and refuse truck purchase

City staff said the city received $2,500 from Town Bank and $500 from Sentara Cares to support the Suffolk Public Library Children’s Festival, increasing general fund revenues and expenditures by $3,000 with no local match required. Council approved the appropriation.
The council also accepted a $90,000 Federal Emergency Management Agency grant, routed through the Virginia Department of Conservation and Recreation, to support engineering work related to rehabilitation or replacement of the Crumps Mill Dam; staff said the award increases planned public utilities fund revenues and expenditures by $90,000.
For behavioral-health court work, the council accepted $300,000 from the OBC Healthcare Foundation and returned Recovery Court funds from Western Tidewater Community Services Board; combined with local matches and other items the consolidated grants fund will increase by $704,609.83. Staff said the city will provide a $160,000 local match from opioid abatement funds, Isle of Wight will provide $80,000, and Southampton $40,000.
Council approved a transfer of $906,000 from the general fund committed capital reserve to the capital projects fund to build an access road connecting Parks and Recreation and Police Operations to the new burn training building at the Joint Operations and Training Complex. Public Works Director Greg Benton briefed council on site layout, stormwater and utility provisions and said the transfer will let the project move forward. The council also authorized a change order to MB Kahn Construction Company Incorporated to add the access road work to the ongoing burn-building contract.
Finally, the council appropriated $900,000 from the refuse committed fund balance to buy two refuse trucks needed to support a regional recycling initiative tied to the SPSA SORT program, which will change how organics recycling and trash are handled beginning July 1.
All consent items were approved by an 8–0 roll-call vote. The council did not separate any item for individual discussion.
