Board approves facility study contract and appoints municipal financial advisor; also OKs July 4 road closures

Cascade Charter Township’s board approved several procedural and project-related actions in the meeting, including a facility study contract, appointment of a municipal financial advisor for an impending DDA bond, and authorization of July 4 parade road closures.
Brian Wilson, director of operations, described the facility study RFQ process and recommended Intersect, a West Michigan firm, to perform a township-wide evaluation of administrative buildings, fire stations, the Wisner Center and other assets. Staff noted they leveraged a 2019 study for portions of the analysis and recommended phase-one deliverables that assess existing deficiencies and long-term needs. The packet lists a fixed-fee cost for phase one not to exceed $74,750; during motion discussion a trustee misstated the figure as $25,000 and then the chair corrected that the correct upper limit is $75,000; staff confirmed the phase-one pricing in the packet and the board voted to approve the contract.
Board members asked whether the study would include community programming needs (for example, availability at the Wisner Center) and whether voting equipment or precinct consolidation could be considered. Staff said the phase-one scope focuses on business needs and facility requirements and that community-engagement inputs and strategic-plan survey data would be made available to the consultant.
For DDA financing, staff presented procurement details for selecting a municipal financial advisor for a planned DDA bond that would help fund Tassel Park expansion. Two firms responded; staff recommended MFCI based on procurement and pricing. The board approved appointing MFCI; staff said advisor fees would be paid from bond proceeds and the DDA would still consider the recommendation at its next meeting.
Separately, the board adopted Resolution 023-2026 authorizing road closures for the township’s July 4 parade and celebration; staff said these are routine and coordinated with the sheriff’s office.
Votes were recorded by roll call for each item. The facility‑study and MFCI appointments move those projects into procurement and planning stages; the study’s later phases and any capital work will return to the board for additional decisions.
