ST JOHN, May 20, 2026 — The St John Town Plan Commission approved three land‑use actions during its regular meeting Tuesday, clearing a final plat for the Preserve West subdivision, approving a two‑lot final plat on Matson Drive and recommending that the Town Council accept a $52,000 performance bond for Park West Phase 1.
Kevin Hunt, representing Schilling Development and the owner Preserve SJ LLC, asked the commission to grant a final plat for Preserve West (phase three) and said the developer had paid its development fee and that a letter of credit was on the way. Town staff member John Dystra told the commission he had reviewed a letter and found the submission satisfactory. The applicant requested the commission’s motion include acceptance of a $77,000 letter of credit as a condition of final plat approval. The commission moved (John Gil) and seconded (Tommy Bicki) approval; the motion carried on a voice vote.
Don Eling, appearing for himself, asked the commission to approve a final plat to create an additional lot at 8680 Matson Drive in the St. John Dawn Estates subdivision. Staff and the project surveyor (Mr. Croll) confirmed prior corrections and that the $1,500 fee had been handled. The commission approved the two‑lot final plat following a motion by Mr. Bicki and a second by Mr. Gil.
On Park West Phase 1, staff reported receipt of a performance bond in the amount of $52,000 and requested the commission recommend acceptance to the Town Council. The commission approved the recommendation (motion by Mr. Gil; second by Mr. Bicki) and will forward that recommendation to the council for final acceptance.
Earlier in the meeting commissioners approved the April 15 public meeting minutes and the May 6 study‑session minutes by voice vote. No members of the public spoke during the public‑comment period. The commission then moved to adjourn.
Minutes and the commission’s recommendation on the Park West bond will be transmitted to the Town Council for its review and final action.
