Councilmembers supported the visibility-first design — the yellow band was chosen to make no-outlet status highly visible during emergencies — and emphasized installation on public property so maintenance and vegetation clearance can be managed.
The motion passed on a roll-call vote. Construction is planned for the following year; staff said they will prioritize locations and coordinate installation to minimize vegetation obstructions.
