Cedar Falls Council approves Meadowbrook plat, Veterans Park Gold Star memorial and multiple contracts

Meadowbrook Addition: Council voted to approve the preliminary plat for Meadowbrook Addition. One councilmember abstained because the development is adjacent to their residence; the motion carried six ayes, one abstention. During public comment, Kim Jordan raised concerns about increased traffic on First Street, the need to relocate sewer infrastructure, wetland impacts and future school enrollment. City staff confirmed a traffic study was required as part of the plat review.
VFW Gold Star Family Memorial: The council approved an agreement with the Veterans of Foreign Wars to construct a Gold Star Family Memorial in Veterans Park. VFW representatives described the memorial design: "It'll be a 35-ft paved diameter with a 7-ft tall by 17-ft wide monument in the middle," Taylor Morris said, adding the design will feature "a saluting soldier" and "a 3-ft by 3-ft gold and limestone star." Mike Butler said the monument will use black U.S. granite and noted the project has seed funding and community fundraising; the packet lists the project at roughly $200,000 with most funds expected from private donations and VFW-led fundraising. The agreement anticipates the city will perform preliminary work and the VFW and its contractors will complete the memorial.
Street projects and contracts: Council accepted the contract and bond of Asgrow Inc. for the 2026 street restoration project and accepted Baker Enterprises Inc.'s contract for the 2026 street construction project. Staff explained those contracts follow an annual prioritization process for road repairs and reconstruction; public comment reiterated concerns about road-surface choices and the multi-year repair schedule.
Other business: Council authorized a fireworks display agreement with J&M Displays for July 2, 2026, with staff stating the intent to cover the cost through private sponsorships; and approved a job classification combining GIS and property coordinator duties after identifying internal staff capacity.
The meeting closed with routine bills-and-claims approval and community announcements tied to Earth Week activities.
Next steps: the VFW partnership will proceed with fundraising and detailed design; staff will finalize contractor schedules for street projects and confirm sponsor commitments for the fireworks display.
