City staff member Jen told the council the $12.29 rate was first presented on Feb. 16, was the rate reflected in mailed notices and the packet, and would be filed with the county and state once adopted. "The budget before you tonight is that $12.29 rate," Jen said during the hearing.
During the public hearing, Kim Jordan urged greater transparency around the city-owned Sartori Hospital property and raised concerns about the sewer fund and rising utility charges, saying the sewer account and utility costs are a major local concern. Jordan told council that sewer-related charges and capital maintenance need clearer lines of responsibility if the city remains owner of the facility.
Council members discussed whether to amend the rate back toward a previously discussed $12.20 level; one councilmember moved to change the rate and move certain items into capital funds, but no second was offered and the council proceeded with the advertised $12.29 rate. The council then recorded a roll-call vote with all members voting aye and the motion carried.
The council’s action includes filing the adopted budget with the county and the state of Iowa and publishing the budget book on the city website after final processing. No other changes were made to the rate during the April 20 meeting.
Next steps: the adopted budget will be lodged with the county and the state as required and the final budget book will be posted on the city’s website.
