After questions about household coverage and overlap with current health plans, Alderman Dell moved and Alderman Proctor seconded to table the matter until the next meeting so staff can clarify coverage details; the motion passed.
Building permit minimum fee: Council approved ordinance 2025‑1‑5‑1 to set a minimum building-permit application fee of $75 (or 0.5% of project cost, whichever is higher). Staff reported 28 permits year-to-date and recommended the minimum fee to better cover inspection administrative costs. Motion by Alderman Proctor, second by Alderman Elder; roll-call recorded two recorded 'No' votes (Alderman Ninford and Vice Mayor Dale) and the motion passed.
City garage roof: The council accepted the single bid received from Dutch Boy Construction for roof repairs at the city garage, approximately $45,159.56, and agreed to split the cost across gas, water and general funds. Motion passed by recorded vote with all present voting yes.
Other routine items: The council approved minutes from the previous meeting and accepted an agenda addition to hear a resolution from the Main Street Historic District. Staff provided updates on permits and property-maintenance activity and on a potential economic-development grant; mobile-food permit revenue to date was reported at $860 from five applications.
Next steps: The air-evac purchase is tabled for follow-up. The other measures passed and staff will proceed with contract execution and budget adjustments as required.
