Council accepts low bid for Livingston wastewater upgrades; CDBG grant covers part of cost

The Livingston City Council voted to accept a low bid for upgrades at the town’s wastewater treatment plant and authorized the mayor to sign the contract.
Daniel Trible of JR Walford & Company told the council the project is funded in part by a 2023 Community Development Block Grant (CDBG) awarded late in 2023 in the amount of $450,000 to the town. The project includes replacement of sequencing-batch-reactor decanters and equipment in the grit chambers; the work replaces equipment that has been in service about 30 years.
Three qualified bids were received on April 8; the lowest responsible bidder was WNO Construction at $878,000. Trible said the total project cost, including construction, engineering and other fees, is $989,678 and that the town’s total share amounts to approximately $539,678, of which the resolution identifies an additional local funding requirement of about $260,950 to move forward. Councilors asked about the design life (Trible said 20 years for the replaced equipment) and confirmed the work will be charged to water/sewer funds.
Alderman Linder moved to accept the bid and Alderman Elder seconded; the council approved the resolution by voice vote.
Next steps: Staff will proceed with contract execution and scheduling; councilors noted ongoing budget planning to cover the local share.
