Plymouth Borough Council elects leadership and approves three appointments at reorganization meeting

At its Jan. 5 reorganization meeting, Plymouth Borough Council re-swore the mayor and council, elected Ron Kobusky council president, Alexis Eroh vice president and Adam Morehart president pro tem, and approved appointments to the Civil Service Commission and Planning Agency.
Mayor Frank Coughlin opened Plymouth Borough’s Jan. 5 reorganization meeting, led the Pledge of Allegiance and a moment of silence, and thanked friends and family in attendance for their support of elected officials. Hon. Judge Donald Whitaker administered oaths to re-elected officials, saying, “it is an honor and pleasure to perform this act for us.”
The new council leadership was chosen by vote. Earl Cunningham nominated Ron Kobusky for Council President, a motion seconded by Alexis Eroh; the council approved the nomination, 6 yes, 1 abstained, electing Kobusky council president. Thomas Hogan nominated Alexis Eroh for council vice president, seconded by Adam Morehart; a second, unsuccessful motion to elect William Dixon received no second. The council voted 5 yes, 2 no and elected Eroh vice president. For president pro tem, John Thomas declined a simultaneous nomination; Thomas Hogan then nominated Adam Morehart, seconded by Eroh, and the council approved the nomination unanimously, 7 yes.
Council then unanimously voted to amend and reorder the agenda to add a set of appointments that needed attention. The council approved John Fry as an alternate member of the Civil Service Commission (motion passed 7 yes). The record notes no term was specified for that alternate appointment. The council also reappointed Laura Hudak and Coleen Pall to the Planning Agency; the minutes state their prior terms expired at the end of 2025 and that the new appointment is for a four-year term. Mayor Coughlin administered each oath to the committee members individually following the votes.
The meeting concluded when Council President Ron Kobusky adjourned the session. The minutes were prepared by Secretary Maryann Lang and marked approved on Jan. 13, 2026.
