Select Board approves MOU on affordable housing, multiple DPW bid awards and environmentally preferred procurement policy

At its May 18 meeting the Chelmsford Select Board handled a range of routine but consequential town business, approving an inter-municipal memorandum of agreement with the Chelmsford Housing Authority, several capital project bid awards, a license change for a hotel, and a donation to support inclusive playground equipment.
The Board approved the memorandum of agreement for affordable housing services, which the Housing Authority had already endorsed. The vote to approve the memorandum carried unanimously.
Lorraine Day, general manager of Rushil Hospitality (Element by Westin), appeared virtually and the Board approved a change of manager and corporate officers on the hotel’s all-alcoholic-beverage license, 5-0.
The Rareroad Foundation, represented by Kim Reilly and Julie Armitage, presented a $10,000 donation for Varney Playground Phase 2 to support equipment that accommodates children with disabilities; the Board accepted the donation and a photo was taken.
The Board unanimously approved a slate of bid awards recommended by the Town Manager: an OPM and roof replacement for McCarthy Middle School ($75,000), a partial roof replacement at Center Elementary ($117,000), Drainage Improvements 2026 ($374,314), a Sump Pump project ($28,250), Micro Surfacing 2026 ($206,147), and Heart Pond ADA improvements ($133,372). Each award was approved by recorded motion.
The Board also completed a second reading and adopted a Select Board policy on environmentally preferred procurement (EPP), with a unanimous 5-0 vote in support.
What happens next: Town staff will execute awarded contracts and move forward on the Varney Playground Phase 2 fundraising and procurement under the new EPP policy.
