Garfield County commissioners approve ODOT agreement, tractor lease renewals and authorizes bids for Breckinridge fire station

Garfield County Commissioners met May 26, 2026, in Enid and approved a series of routine county business items, including a maintenance, financing and right‑of‑way agreement with the Oklahoma Department of Transportation for County Road NS‑282 and authorization to advertise bids for the Breckinridge Fire Station project.
The board—Chairman Clarence Maly, Vice‑Chairman Reese Wedel and County Clerk Lorraine Legere in attendance—voted unanimously to approve Supplemental and Modification Agreement No. 1 between Garfield County and the Oklahoma Department of Transportation for Project No. STP‑224C(119)CI (State Job No. 28679(04)), covering CO RD NS‑282 from U.S. 412 south 3.0 miles to EW‑46. Vice‑Chairman Reese Wedel made the motion; Chairman Maly voted aye.
The commissioners also approved three Lease Purchase Renewal Agreements for District 2 equipment (Lease Nos. #230148, #230159 and #230170) for John Deere 6120M tractors from Security National Bank, each showing a renewal payment amount of $1,149.46. Wedel moved the approvals, which carried unanimously.
The board approved a driveway entrance permit for Lance Ruffel Oil & Gas, LLC and several cash fund appropriations: Highway Unrestricted for $423.90 and $221,462.89, and Use Tax for $6,666.00. Commissioners also approved internal transfers: $3,000 within the general sheriff department; $1,500 from contingency to postage; $900 from contingency to charity; and $500 within the general commissioner’s office. All motions were moved by Vice‑Chairman Wedel and approved by Chairman Maly.
On procurement, the commissioners authorized the county purchasing agent to advertise sealed bids for Bid #26‑18, Garfield County’s Breckinridge Fire Station project, with sealed bids due in the County Clerk’s Office by 4:00 p.m. on June 12, 2026. The board approved a vendor mailing list to solicit proposals that included Henson Construction (Enid), DH Miller Construction (Fairview) and Kyler Construction (Ponca City).
The board examined and approved the claims docket and purchase orders across funds. Notable items in the warrant list included a $62,450.00 payment under the American Rescue Plan Act to Systec Group, LLC and Health Department personal services to the Oklahoma State Department of Health totaling $77,959.87. The Jail Sales Tax fund showed a payment of $228,536.75 to the Garfield County Criminal Justice Authority. Commissioners Maly and Wedel voted aye on the claims approval.
There were no public comments signed up for the meeting. Items not acted on were carried over to a later date. With no further business, the board adjourned and set its next meeting for June 1, 2026. The minutes were attested by County Clerk Lorraine Legere and Chairman Clarence Maly.
