Board approves $53.2 million May River Elementary GMP and $1.1 million restroom renovation change order

The Beaufort County Board of Education approved two construction contract amendments announced after executive session on Oct. 1: Amendment No. 2 with Thompson Turner Construction for the new May River Elementary School with a guaranteed maximum price of $53,217,243, and Amendment No. 19 with MBcon Construction for a restroom renovation at the Hilton Head Island School of the Creative Arts with a GMP of $1,097,265.
Board Secretary read the motions in public after the executive-session discussion: 'I move that the Board of Education approve amendment number 19 with MBcon Construction Company for the Hilton Head Island School of the Creative Arts restroom renovation work with a guaranteed maximum price GMP of $1,097,265 using FY 2023 8% funds,' the secretary said. The board approved the motion, recorded as carried with one abstention.
The secretary also moved approval of Amendment No. 2 with Thompson Turner Construction for the May River Elementary School construction 'based on the guaranteed maximum price, dollars 53,217,243,' which was seconded and approved with the same abstention pattern.
Committee reports during the meeting indicated May River Elementary had been submitted to the district for review and that other referendum projects were progressing. Board members did not request further public debate on the two amendments at the time they were recorded in public session. The motions were entered into the minutes and the board will proceed with contract administration under the amended GMPs.
The votes were recorded by the chair and secretary; in both cases the board noted eight votes in favor, zero opposed, and one abstention. The abstention was recorded as Mister Smith.
The board's approval follows discussion in executive session about negotiations and guaranteed maximum price amendments as permitted under cited South Carolina Code Annotated provisions for contract negotiations.
