Florence Township Council elects Joseph Frappolli president, Talaya Loftin vice president in unanimous reorganization

Florence Township, N.J. — At its Jan. 7, 2026 reorganization meeting, the Florence Township Council elected Joseph Frappolli president and Talaya Loftin vice president and swore in three ward council members.
Clerk Nancy L. Erlston opened the meeting at 7 p.m., led the salute to the flag and read the required public notice. Senator Troy Singleton and Assemblyman Balvir Singh administered Oaths of Office to newly sworn-in council members: Gina Sullivan (Ward 1), Frederick Gabriele (Ward 2) and Joseph Frappolli (Ward 3).
The council approved the leadership nominations on roll call votes. Councilmember John Fratinardo moved to nominate Frappolli for Council president; the motion was seconded by Talaya Loftin and carried unanimously. Frappolli then took the chair and presided. Fratinardo then moved to nominate Loftin as vice president; the motion was seconded by Gina Sullivan and also passed unanimously.
The council filled its committee and board assignments for 2026. Among the appointments: Fratinardo will serve as the council representative to the Planning Board through Dec. 31, 2026; Frappolli was named to the Recreation Committee and Loftin to the Environmental Commission (one-year terms). The council also appointed Todd R. Saler, RMA as township auditor and confirmed multiple mayoral appointments to boards including recreation, OEM deputies, municipal alliance and planning board seats.
Mayor Kristan I. Marter welcomed the new council members and encouraged resident participation, saying she was “really looking forward to working with them and doing everything to move our town forward.” Councilmember Loftin said she was “honored to be recognized as the Vice President of Council” and emphasized representing residents’ interests. Council President Frappolli thanked mentors and longtime community volunteers and described the year ahead as one of challenges the council must meet “by looking for solutions.”
The council opened public comment; no one spoke. The meeting adjourned at 7:44 p.m.
Next steps: the council’s committee assignments and appointed representatives will carry through 2026 unless changed by future council action.
