Henderson to pilot peracetic acid for lagoon wastewater after state violations; board authorizes bids for ARP-funded pipe work

Utility Director Darryl Green told the Board of Mayor and Aldermen on May 11 that the Tennessee Department of Environment and Conservation (TDEC) has approved the city’s application to use ARP funds to replace pipes on North Avenue and requested permission to begin the bidding process once the state contract arrives. Alderman Keith Smith moved to allow staff to solicit bids upon receipt of the contract; the motion carried.
Green also asked for permission to run a TDEC-required pilot at the wastewater lagoon to test peracetic acid in place of the current chlorine/de-chlorine treatment, saying the chemical change would reduce operating costs. The board approved proceeding with the pilot.
Separately, Green reported the city received a Notice of Violation for the North Lagoon, with most violations occurring in summer conditions and 15 recorded in October during dry weather. To address the violations he said staff will evaluate mitigation steps such as shading portions of the lagoon or installing aerators and will prepare a risk-management plan for board review and TDEC reporting.
Next steps include developing the pilot plan for TDEC approval, preparing procurement documents and issuing bids for the North Avenue pipe replacement once the state contract is received, and returning to the board with pilot results and any recommended lagoon fixes.
