TDOT will fund $565,803 water‑main relocation tied to Highway 100 East bridge, city told

Utility Director Darryl Green told the Henderson Board of Mayor and Aldermen that the Tennessee Department of Transportation plans to build a parallel bridge on Highway 100 East that will require relocation of a 10‑inch water main, with an estimated cost of $565,803.

Green said the estimate includes $30,000 for engineering and $10,000 for inspection and that the relocation has been classified as a Chapter 86 project, which means TDOT will pay for the work. He told the board the city may need to pay engineering costs up front and be reimbursed through the TDOT contract.

The update covered technical and scheduling matters: Green said he is coordinating with TDOT and the bridge contractors so the relocation can be included in the bridge general contract rather than handled as a separate city‑led project. He also described a related relocation at Talley Store Road where Jacks Creek flooding requires cutting and filling before a higher bridge is installed.

The board did not take a formal vote on the relocation at the April 13 meeting. No funding request to the city’s capital budget was presented because TDOT will cover the relocation cost, but Green noted the city will handle inspection and engineering coordination and may advance limited costs that TDOT will reimburse.

Next steps described to the board were continued coordination with TDOT and project engineers so the relocation is placed into the bridge contractor’s scope; the city will report back as plans and scheduling firm up.
