The Grimes City Council approved a site-plan amendment for Heritage Town Center Phase 2 at 1120 Northeast Station Crossing on May 26. Planner Evan described a proposed three-story, 32,000-square-foot building with first-floor retail and two floors of office above, a 95-space parking lot and limited new site utilities; with the addition the town center would have 513 parking spaces across all phases.
Evan said the heritage review committee supported the project’s appearance but requested matching brick colors; staff recommended approval. “So this is for the Heritage Town Center located at 1120 Northeast Station Crossing,” Evan said while introducing the drawings and parking counts.
Councilmember Johansen recused himself from discussion and the vote, saying he works for the developer and wanted to avoid any perception of a conflict of interest: “I’ll be recusing myself on this discussion and the vote... I do work for the developer.”
With Johansen abstaining, the council approved the Phase 2b site plan amendment by roll call. The motion and final tally recorded a majority in favor with one abstention. City staff thanked the presenter and indicated additional phases remain possible on the south portion of the lot.
The approval clears the project’s next steps under the Heritage at Grimes PUD; staff will follow up on final construction details and materials to meet the heritage review committee’s color guidance.
