Leacock Township awards road-material and chip-seal contracts, approves Comp Plan update and development extensions

The board voted to award Aggregate and Asphalt bids to New Enterprise Stone & Lime Co. Inc. after reviewing submitted bids. The motion to award those bids was made by Supervisor James Donovan and seconded by Supervisor Donald Gentzler; the vote was recorded as unanimous. The minutes list unit prices and tonnages for multiple materials presented to the board for information.
The board also approved a separate award for chip-seal work on Cog Road to Martin Paving Inc. at $1.589 per square yard; that motion was made by Supervisor Donald Gentzler and seconded by Supervisor Frank Howe and passed unanimously. Line-painting work was left out for rebid.
Board members approved routine items by unanimous votes, including the April 7, 2026 meeting minutes (mover: Donovan, seconder: Howe), the bills-to-pay list (mover: Gentzler, seconder: Donovan), and the treasurer's report (mover: Donovan, seconder: Howe).
On land-use matters, the board voted to add the revised Urban Growth Area to the township's Comprehensive Plan after removing a couple of farms; supervisors said the updated area is approximately 468 acres. Supervisor Donald Gentzler moved to add the update to the Comp Plan and Supervisor James Donovan seconded; the motion passed unanimously.
The board granted a 90-day time extension for the Alvin F. King Final Subdivision and Land Development Plan (Plan #23007) at 139C Colonial Road, extending the review deadline to July 20, 2026. The motion was made by Supervisor Gentzler and seconded by Supervisor Donovan and approved unanimously.
Separately, the board approved release of a Letter of Credit for Eby Road Structures at 3110 Harvest Drive in the amount of $93,278.23, conditioned on payment of all outstanding invoices. The motion was made by Supervisor James Donovan and seconded by Supervisor Frank Howe and carried on a unanimous vote.
Resident Rich Friel brought a maintenance concern to the board, reporting that Hanover Engineering's inspection identified 30 curb stops that need repair and saying he has repaired his twice without success; the board thanked him for the information.
