Brownwood highlights new retailers and park projects in BMDD annual report

Deputy City Manager Ray Tipton presented the Brownwood Municipal Development District (BMDD) annual report to council on April 14, summarizing economic-development activity and the district’s prior-year accomplishments.
Tipton highlighted that construction has begun at the Shops on Commerce, which staff said will include James Avery Jewelry, Ross Dress For Less, Ulta Beauty, Bath & Body Works and Five Below. He also listed retail businesses added in 2025, including 7 Brew Coffee, Panda Express, Tropical Smoothie Cafe, Pinkie’s and Ollie’s Bargain Outlet. BMDD assistance was noted on park projects including work at Coggin Park and Riverside Park Phase I. The report included a special section marking the 10th anniversary of the BMDD (2016–2026) and noted milestone anniversaries for Kohler (50 years) and 3M (60 years) in Brownwood.
Mayor Stephen E. Haynes asked staff to revise the digital report to correct a sales-tax bar graph and the employment-statistics page, which Mayor Haynes said currently tracks unemployment numbers instead of employment numbers. Communications Department staff member Jarvis Green was credited with designing the report.
No formal council action was recorded on the report other than the request to adjust the digital materials.
