Mendota Heights staff flag Starter Homes Act and other bills for council review

Administrative/Special Projects Coordinator Noel Mills Ford briefed the Mendota Heights City Council on the state legislative session during the March 17 work session, noting the 2025–26 biennium’s second year is underway and roughly 4,400 House and 4,500 Senate bills have been introduced.
Mills Ford highlighted several bills staff identified as of municipal interest. The Starter Homes Act (HF3895/SF4123) was included in the work session packet along with the House summary; staff said the League of Minnesota Cities negotiated concessions on parts of the bill and that the measure, if enacted, would apply to Mendota Heights and take effect Jan. 1, 2028. Other items of interest mentioned were the Property Tax Task Force bills (HF3657/SF4262) and a proposed sales tax exemption on construction materials (HF1248/SF1724). City Administrator Cheryl Jacobson added that Representative Angie Craig's office had contacted staff about potential federal funding opportunities for the municipal campus project.
Staff said they will continue to monitor the Legislature and report significant developments to the council.
