Advisory committee adopts draft capital improvement plan and sets $2,000 impact fee

Findlay Township’s Impact Fee Advisory Committee voted unanimously Oct. 28 to accept a Draft Capital Improvement Plan that, according to the township’s engineering consultant, would produce a $2,000 per-unit impact fee.

Darren Myer, Transportation Group Manager at HRG, presented the draft and said “the calculations would result in a $2,000 impact fee,” adding that construction dates and cost estimates on the project list had been updated. Myer noted a limitation of the draft: the fee would not be assessed on parcels in new developments that were not included in the study.

Committee member Rade Opacic moved to accept the Draft Capital Improvement Plan as presented with a $2,000 impact fee; Ernie Leopold seconded. The motion passed on a unanimous voice vote. Earlier in the meeting the committee also approved the minutes of its Sept. 23, 2025 regular meeting by unanimous voice vote.

The minutes record that a public hearing on the Final Capital Improvement Plan will be held Nov. 25, 2025. (The transcript lists the year as 2005; the committee’s meeting and the surrounding entries are dated 2025, so the hearing date is listed here as Nov. 25, 2025 to reflect the correct year.)

There were no recorded objections in the meeting minutes. The committee adjourned at 8:20 p.m. with a motion by Ernie Leopold and a second from John Thomas.

The plan’s project list and the consultant’s cost and schedule estimates will inform the final fee calculation and the public hearing will allow residents to comment before the committee finalizes a recommendation to the Board of Supervisors.
