Ellisville swears in Andy Vaughn as police chief; three officers promoted

At the March 4 meeting the Ellisville City Council and city staff marked leadership changes in the police department. City Manager Schwer introduced Capt. Andy Vaughn and recommended his promotion to Chief of Police. City Clerk Leigh Dohack administered the Oath of Office and Chief Andy Vaughn addressed the council and attendees.
City Manager Schwer praised Vaughn’s preparation and mentorship under the departing chief and said there was "truly no better candidate possible than Capt. Vaughn" to lead the department. Chief Vaughn expressed gratitude to the council, the city manager and his family, and pledged to lead "with pride" and to foster a department where "officers feel supported, leadership is trusted, standards are clear, and professional growth is encouraged." The minutes report Vaughn emphasized leadership as service and responsibility.
The council and attendees also celebrated internal promotions: Lieutenant Nick Lawrence was promoted to Captain and Assistant Police Chief; Corporal Tony Steward was promoted to Lieutenant; Police Officer Matt Kenney was promoted to Corporal. Family members were present to pin badges. Chief Vaughn invited those in attendance to move to the training room for refreshments to continue the celebration.
