Board approves $586,318 payment for wastewater contract; engineer warns LTCP will need revision before 2028

The Board of Public Works and Safety on May 1 approved Pay Application No. 10 for the wastewater pump station contract and received an engineering update that the city’s Long Term Control Plan (LTCP) must be revised before it expires in 2028.
Pay Application No. 10, submitted for work performed March 1–31, 2025 by James S. Jackson under WWPS Contract 4A, lists a contract value of $651,465 with 10% retainage of $65,146.50, leaving a payment at this time of $586,318.50. Jerry Leonhard moved to approve the pay application; Steve McIntosh seconded and the chair recorded an aye vote.
Engineering consultant Jeff Hersha of Jones & Henry Engineering reported progress on the wet-weather pump station and the equalization basin projects. Hersha told the board the 20-year LTCP is set to expire in 2028, that not all projects listed on the plan have been completed, and that a revised LTCP will need to be drafted and submitted to the Indiana Department of Environmental Management (IDEM). He said he has started a draft letter to IDEM and requested a working session with the board; the board set a meeting date of May 14 to review the draft.
The board’s approval of the pay application releases the majority of the billed amount while retaining the contract retention required by the project. The LTCP timeline means staff and consultants will need to inventory remaining projects, update cost and schedule estimates, and prepare the documentation IDEM requires for plan revision.
A May 14 working session was scheduled for the board to review the draft LTCP materials and the letter to IDEM; the board did not take further action on the plan at the May 1 meeting.
