The Hidden Valley Lake Community Services District Board of Directors voted Nov. 19 to authorize the General Manager to execute a services agreement with NBS for a water, sewer and recycled-rates study, contingent on the board’s later approval of a reserve study.
Director Gary Graves moved to approve the NBS Rate Study Proposal; Director Jim Lieberman seconded. The board recorded a roll-call vote with four AYES and one absence (Director Millerick), and the motion carried.
District staff said the rate study will analyze water, sewer and recycled rates and will be executed after the board approves a separate reserve study proposal. The board’s formal authorization allows the General Manager to sign the contract following that condition.
The approval was taken as a single formal motion during the meeting and included no amendment. The board did not hold a separate public hearing on the contract during this meeting, and no public comments were offered on the item.
Next steps: staff will coordinate execution of the agreement with NBS after the board approves the reserve study proposal and will return to the board with any contract documents or timelines as needed.
