Vero Beach pension board accepts attorney's opinion on unclaimed refunds, reviews portal and administrative items

The City of Vero Beach Police Officers' Retirement Trust Fund Board on Feb. 18 accepted a legal opinion that the trust has met its duties in locating participants owed refunds and discussed steps to improve outreach to non-vested, separated members.
Plan attorney David Robinson told trustees his review found the Board compliant with its obligations for members due refunds and described the outreach steps taken for non-vested members separated for more than five years. Robinson recommended annual follow-ups and confirmed there was limited State guidance; trustees asked staff to explore coordinating with the City and to provide a retirement-separation information letter to improve capture of contact information.
Robinson also briefed trustees on a legislative item to monitor: a bill under consideration that could permit charging individuals for public records requests as they are submitted. Robinson advised continued monitoring; no formal action was taken beyond noting the possible impact.
On routine business, the Board approved the consent agenda, ratifying warrants #96 and #97, approving warrant #98 for payment and receiving the fund activity update for Nov. 13, 2025—Feb. 11, 2026. Foster & Foster plan administrator Siera Feketa reported 11 unique portal users had logged in 81 times since the prior quarterly meeting and that valuation data and the annual report were being prepared for the next meeting.
Trustees also authorized travel reimbursement for Chairman Matt Harrelson to attend an Opal panel; the Board approved coverage of travel expenses (motion by Gregory Budde, second Ann Thompson; carried 5-0). The meeting adjourned at 1:05 p.m.; the next quarterly meeting is scheduled for May 20, 2026, at 11:00 a.m.
The Board accepted the attorney's report by motion, with no dissent recorded, and directed staff to return with draft outreach language and any operational changes to the member portal at the next meeting.
