VERO BEACH — The City Council voted unanimously May 26 to adopt an ordinance granting Pivotal Utility Holdings, Inc., d/b/a Florida City Gas a 30-year franchise to construct, operate and maintain gas transmission and distribution works within Vero Beach.
The City Clerk read the ordinance title into the record; Councilmember Linda Moore moved for approval and Councilmember John Carroll seconded. Mayor John Cotugno opened and closed the public hearing with no speakers, and the ordinance passed on a 5-0 roll call vote.
The ordinance text includes findings and conditions for the grant of the franchise, provisions for city regulation of the gas system and penalties for violation of its terms. The council’s vote completes the local approval step for a 30-year franchise agreement that staff said will include standard regulatory and enforcement provisions.
