El Paso ISD to align teacher-evaluation policy with T-TESS 2 ahead of TIA participation

Patty Cortez, chief of human resources for El Paso ISD, introduced a proposal on June 2 to revise board policy DNA (local) so the district's teacher-appraisal processes match the T-TESS 2 rubric and upcoming Teacher Incentive Allotment (TIA) requirements.
Mercy Bauerkamper, HR director, told the committee the updates "were made to align with our T-TESS 2 that we're transitioning into for next year" and said the changes remove previous waiver language so appraisals occur annually and in a way that meets TIA requirements. She said the district is a T-TESS 2 pilot and is aligning local policy language to that rubric.
The proposal is intended to prepare the district to participate in the state Teacher Incentive Allotment, a program that ties certain personnel and evaluation requirements to eligibility for incentive funds. A trustee added that TIA participation requires a more frequent observation and feedback cycle; the trustee said the district already uses the instrument informally and expects cohort support and rubric calibration "over the next several months." Staff said the launch of the aligned process is expected beginning in August.
No formal vote or board action was recorded during the committee meeting; staff presented the proposed language and described implementation supports, including cohort coaching and calibration. The committee moved on to the next agenda item after questions and clarifications.
