Panel approves state audit of Proposition 47 grant administration

Senator Valadares asked the committee to authorize an audit of the Board of State and Community Corrections’ administration of Proposition 47 grant programs, arguing that much outcome reporting relies on provider self‑reported data and that independent review is needed to ensure funds achieve intended public safety results.

San Bernardino County Sheriff Shannon (testifying in support) said the State Auditor’s independent, nonpartisan review would help policymakers understand whether program data are reliable and whether state resources align with responsibilities placed on local governments. “This audit is not about politics; it’s about facts, transparency and accountability,” the sheriff said.

State Auditor Parks outlined two primary objectives: evaluate compliance and accuracy of outcome/recidivism data for a sample of grantees, and assess BSCC’s oversight of grant recipients. BSCC executive director Aaron McGuire said the BSCC uses public agencies to validate recidivism reporting, noted the state controller’s statutory biennial audit and said the BSCC has recently awarded $127 million in a cohort for Prop 47‑related programs, bringing total awards to about $617 million.

The committee called the roll on audit request 2026‑120 (Board of State and Community Corrections, Proposition 47 grant administration) and recorded a majority of ayes; the motion was approved.
