Highland council approves tax levy, refuse-rate increases and several permits in unanimous vote

On Nov. 4 the Highland City Council unanimously approved an estimated tax levy, refuse-collection rate increases effective Dec. 1, an amended Sprint site agreement, a liquor-license transfer and an ordinance authorizing consumer fireworks; council also accepted expenditures and adjourned.
Highland’s City Council unanimously approved a package of routine measures on Nov. 4, 2024, including the city’s estimated tax levy and adjustments to refuse-collection rates that take effect Dec. 1.
Councilwoman Barbara Bellm moved to approve the estimated tax levy (Bill #24-108/Resolution #24-11-3138); Mayor Kevin Hemann said, “I do appreciate how Director Reanna Ohren spelled this out.” The motion passed on a 4-0 roll call of Councilmembers Sloan, Frey, Bellm and Napper.
The council also approved rate increases for refuse collection (Bill #24-109/Resolution #24-11-3139), with City Manager Conrad noting that the increases were built into the city’s contract with the refuse provider. Councilman Napper asked whether residential rates would rise next year; Conrad said he would need to review the contract details before answering.
Other approvals included: - Transfer of an "A2" liquor license for Old Time Pub, LLC to new member Himang Patel (Bill #24-106/Resolution #24-11-3136). Councilwoman Bellm made the motion and Councilman Frey seconded; the vote was 4-0 in favor. - An amended site agreement with Sprint Spectrum Realty Company, LLC for the premises at 1117 13th Street (the Tot Lot) (Bill #24-107/Resolution #24-11-3137). Councilman Frey moved the measure; it passed unanimously after Councilwoman Bellm confirmed the property referenced was the Tot Lot. - An ordinance authorizing consumer firework displays (Bill #24-110/Ordinance #3356), approved 4-0. - Acceptance of Expenditures Report #1277 for Oct. 19–Nov. 1, 2024.
All motions brought forward during the session were approved by roll call votes with the four councilmembers present voting aye. Several measures received minimal discussion and were presented as attached documents on the agenda.
The council adjourned at 6:51 p.m.
