Little Caesar's asks South Heidelberg authority for grease-trap waiver; board discusses ordinance update

A representative for Little Caesar's Pizza asked the Municipal Authority of the Township of South Heidelberg on Feb. 5 to waive the ordinance requirement for a single 1,000-gallon grease trap and allow the installation of two 40-gallon grease traps instead. Thomas Case made the request during the public-comment portion of the meeting; the board discussed the proposal and the need to review the current grease-trap ordinance.
Authority Engineer Kevin M. Conrad reported several commercial wastewater items that framed the discussion. He said Prime Wellness had no Borough of Sinking Spring strong-waste surcharge last quarter and that Tommy's Carwash will begin wastewater testing and provide the results to the engineer. Mr. Conrad also reported that Popeye's experienced a grease-trap problem; the trap was pumped and Popeye's indicated it will schedule quarterly pump-outs.
Mr. Conrad told the board that PennDOT will perform a bridge project on Park Road behind the Crave Shopping Center where an Authority manhole is located; although PennDOT will not touch the manhole, construction work could affect providing electric service to a proposed flow meter. He also reported two township road crew members had obtained sewer-inspection licenses, which affects how the Authority schedules third-party inspection services.
The board discussed the technical and regulatory implications of grease-trap sizing and maintenance and the possibility of updating the ordinance; no formal waiver motion for Little Caesar's is recorded in the meeting minutes. The engineer will receive test reports from commercial customers and the board indicated it will review the ordinance language before taking any final policy action.
