Castle Rock staff: Costco permit pending utilities review; multiple Dawson Trails pad sites moving through site plans

Town of Castle Rock staff updated the Board of Building Appeals on June 1 about several commercial and mixed-use projects in the Dawson Trails and Brickyard areas and said some permits remain pending county and utility reviews.
John White said the Costco permit "has not been issued as of yet" because the town is waiting for Plum Creek Water Reclamation to finish its plumbing review and confirm sewer and grease-interceptor tie-ins. "As soon as that's released, it can be released for a permit," White said. He added that site work by Site Works has started and that the developer expects approximately 130 days between ground-breaking and store opening once permits are in hand (about 110 days of construction and 20 days for stocking and training).
White listed other pad-site and tenant prospects under review near Dawson Trails, including McDonald's, Chick-fil-A, King Soopers interest and a Gold Crown sports training facility. He said building-division staff have seen a site development plan for Costco but not yet submitted building permits for the other pad sites. "The only one we've seen is Costco," he said.
White also reported ongoing remodel and interior work at larger retailers (Sam's Club, Walmart) and that Brickyard construction is moving forward: large mixed-use buildings are under construction, with restaurants planned for ground-level spaces, office space above, a parking garage, and a potential hotel that developers expect to submit plans in 2027.
On pad sites at the outlet center, White said one potential tenant announcement is pending from the Factory Shops ownership group and that two other pad sites remain uncommitted. He said Miller's Landing had no new updates but that a July 4 fireworks event at that location remains a possibility.
White's update framed the projects as largely moving through site development and permitting steps; he said builders have given positive feedback on code updates and that staff expects permits to be issued as related reviews are completed.
Next procedural step: project-specific permits and utility approvals must be completed before building permits can be issued; board and staff will monitor progress at future meetings.
