The Fife City Council on March 20 ratified a purchase and sale agreement with Resource Assets Inc. to acquire land and property rights needed for the Port of Tacoma Road Interchange Phase 2B project.
City Attorney Ammon said the parcel (commonly referred to by staff as the Peterbilt property) is the last right‑of‑way needed for phase 2B and that the transaction combines a partial acquisition with a property swap: the city will convey a small WSDOT surplus parcel to Resource Assets and receive the right‑of‑way the project requires. Ammon said the city has been working on the acquisition for roughly nine years.
Ammon described impacts to the property’s tenants—three semi‑truck related businesses—and explained the take consists of narrow strips on the south and west sides that required reconfiguration of driveways and parking. He reported the net cost to the city is $1,580,000 (the amount stated reflects land taken plus damages to the remainder minus the value of the land the city is conveying).
Councilmember Halsey moved the resolution; the motion was seconded and carried unanimously, 6–0.
Ammon said the acquisition is funded by federal and state sources tied to the Port of Tacoma Road project and that staff negotiated the swap with WSDOT to address impacts and maintain project constructability.
