Fife council awards contract for Wedge Park improvements, approves extra REIT allocation

Galucious described the scope: replace playground structures (some currently cordoned off due to damage), install poured-in-place safety surfacing to replace engineered wood fiber, repair the basketball court and hoop, install a 21-foot gazebo able to hold picnic tables, add sidewalks and accessibility improvements, and purchase a permanent single-occupancy restroom building (a prefab unit similar to one used at the city splash pad). She said there is a 14-week lead time for the restroom and a roughly 90-working-day construction period once work begins.
Funding and procurement: Galucious listed funding sources presented in the packet: an existing general-fund allocation, $131,000 from the Parks Acquisition Fund, a Community Development Block Grant of $314,117, a Land and Water Conservation Fund grant of $422,000, and the requested additional REET allocation of $189,000 to make the project whole. She reported six bids were received and that two contractors withdrew for math errors and another bid was rejected for significant errors; the responsive low bidder was A-1 Landscaping and Construction Inc., with a bid reported in the staff presentation slightly under the engineer's estimate of about $863,000. Council discussed contractor vetting and confirmation that the apparent low bidder was in good standing.
Council deliberation and vote: Council members asked whether any playground equipment or gazebo components might be salvageable; staff said the playground components generally require cutting and removal and are not reusable, though gazebo components may be more readily salvaged. A council member noted a minor typographical error in the resolution header that staff corrected for signature. The motion to adopt Resolution 2251, authorizing the city manager to execute the contract and to allocate the additional REET funds, passed unanimously by voice vote.
