Marta said bid tabulation revealed several discrepancies: two contractors withdrew citing math errors and a third bid was rejected for inaccuracies, leaving a fourth-lowest bidder that remains within the project budget. Because the contract value exceeds staff contracting authority, Marta said staff will take the contract award to City Council on April 14 for formal approval. "We've had 2 contractors that have withdrawn...for pretty significant math errors on their end," Marta told the board, explaining the procurement timeline and the contract's 90-day working period that will begin only after the restroom building arrives on site.
On Colburn Park phase 2, staff reported they are pursuing permeable (pervious) asphalt with subsurface sand filtration rather than a large underground treatment structure (described in the discussion as a 'box'). Marta said the box option would be substantially more expensive and cited a staff estimate that the cost difference would be about $350,000 to $400,000 and that the box option would exceed $500,000. She noted permeable asphalt is already used at Brookville and that the key feasibility factor is groundwater depth: "It will not [have a different environmental impact]. We have, we actually do have permeable asphalt out at Brookville... So it works just as well, just as long as the groundwater isn't too high, and that's what we're testing right now." Staff are conducting infiltration testing and preparing a geotechnical addendum before finalizing bid documents.
Next steps: staff will forward the Wedge Park contract to City Council for award consideration on April 14 and will complete infiltration and groundwater testing for Colburn Park phase 2 before final bid issuance.
