Fife arts commission budget set at $11,150; spring festival drew about 1,400 attendees

Tim, representing the arts commission work, presented the recommended 2027 arts budget and work plan and recapped spring events during the May 6 meeting.
Tim said the arts commission's proposed budget for 2027 is $11,150, and that approximately $10,000 of that would fund a large public-art commission at Colburn Phase 2 (a mosaic under a low sitting wall). "So our budget for arts commission is $11,150 ... part of that would be $10,000 of that budget for that large art project," Tim said.
The board discussed the arts commission operating as a pilot inside the Parks Advisory Board through March 2027 after persistent recruitment challenges for a standalone commission. Staff clarified that art on Parks-designated property can be included in the PROS plan objectives, while art on non-park city property would generally proceed through council review and different funding sources.
In old business Tim recapped the Spring Festival: attendance roughly 1,400, 1,000 eggs deployed on the field with 215 prize eggs (100 full-size candy-bar prizes and 115 toy prizes). Staff said the event reached parking capacity, volunteers and vendors reported positive experiences, but the prize distribution was cut short because a few groups repeatedly returned to claim additional prize tickets. Tim said staff plan to reduce prize eggs to about 600 next year, move the Parks tent next to the photo booth for engagement, and add measures (such as a hand stamp) to prevent repeat prize claims.
The board discussed vendor punctuality after a coffee vendor arrived late; staff said vendor contracts require timeliness and that late or unreliable vendors may be replaced for future events.
Next steps: art solicitations for a basketball-court mural remain open through the end of May with submissions to be reviewed at the June meeting; staff will bring forward a list of city art and maintenance plans at a future meeting.
