Vienna planning board reviews proposed zoning changes; follow-up workshop set for May 15

Interim Chairman Orrin MacMurray distributed a 44-page handout summarizing proposed zoning-law changes at the Planning Board’s April 30, 2025 special meeting and led a discussion of topics the board will research further. The board identified several policy areas for additional review, including minimum lot frontage in WR and RR zones; signage and billboards; solar battery storage; maximum commercial building size; short-term rentals; and cannabis manufacturing, sales and consumption.
Board members said there is more work to be done before the items are discussed with the Town Board. The minutes record no motions or votes on the zoning-law topics; members agreed to continue research and scheduled the May 15, 2025 regular meeting as the next workshop to resume discussion. The Codes/Zoning Officer (Reay Walker) and town liaison (Darrin Smith) were noted as unable to attend; the board will continue research in advance of discussing potential changes with the Town Board.
Secretary Kathy Pavelock also reported routine correspondence earlier in the meeting, including distribution of a Notice of Determination for SUP2024-07 (Verizon Wireless cell tower) and outreach to applicants for two Planning Board vacancies. No formal dates, draft ordinance language, fiscal analyses or public hearing schedules for the zoning-law changes were recorded in the minutes.
