Burlington council holds brief executive session to evaluate personnel; no action expected

City Attorney Leif Johnson announced the council would move into an executive session under Washington’s Open Public Meetings Act, citing RCW 42.30.110(g). Johnson recited the statute’s guidance that “an executive session will be held to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee,” and he noted that, under RCW 42.30.140, any final action such as hiring, setting salary, disciplining or discharging must be taken in an open meeting.
Johnson told the council the executive session was expected to last about 10 minutes, from roughly 6:04 p.m. until 6:14 p.m., and stated that the council did not expect to take final action when it reconvened. He called for an additional five minutes during the session, extending the expected end time to about 6:24 p.m. The executive session concluded at 6:25 p.m., and Mayor Bill Aslett adjourned the meeting at 6:26 p.m.
