Council reviewed draft strategic plan goal statements on economic vitality, housing diversity and public engagement and asked staff to tighten language to call out public transportation and pathways to homeownership.
City Administrator Katrina Knudson and Community Development Director Eric Baker presented outcome statements including encouraging duplexes, townhomes, multifamily and accessory dwelling units. Several council members asked that public transit and proximity to services be called out for prioritizing where growth occurs and that the plan include tools to reduce barriers to homeownership — for example, preapproved ADU plans or fee reductions for projects that meet council goals.
Baker said staff can join an intercity ADU plan program and offer preapproved plans to reduce costs and that such tools will be brought back in future sessions. Councilors also agreed that legislative items such as rent‑control adjustments belong on the city’s legislative agenda rather than embedded in the strategic plan. Staff will refine verbiage and return an updated draft for adoption ahead of the budget cycle.
