Chair read the board’s findings, noting the structure dates from the mid‑to‑late 19th century, retains an estimated 75–80% of original exterior details, and embodies Greek Revival/vernacular Victorian transitional features. The motion specifically recorded the presence of original siding beneath later cladding, cornice returns, transom and sidelights around the entry and other exterior details that contribute to significance.
Board discussion before the vote included an extended statement from one member who framed the question as a matter of community values and preservation of Saratoga’s architectural fabric. Another member asked procedural clarifying questions; staff noted the cladding is likely an asbestos product rather than vinyl and that the record should reflect that correction. The motion to find the structure significant passed by voice vote.
The board emphasized it will consider the degree of proof required under the Unified Development Ordinance when evaluating applicants’ proposals and that additional documentation may be requested in later phases of review. Staff was asked to help the applicant prepare required follow‑up documents.
