Pinckneyville council approves contracts, personnel actions and $230,000 road maintenance plan

The Pinckneyville City Council on Dec. 23 approved a set of routine city measures, including personnel employment contracts, service agreements and a water-main construction contract, and placed its 2025 calendar and library levy on the record.
Key financial highlights: Commissioner William B. Stotlar reported an ending balance for the period ending Nov. 2024 of $11,037,565.11 and an unrestricted balance of $2,680,874.24; the council approved the treasurer's report unanimously. The council also approved accounts payable, with the addition of two Sparklight invoices totaling $183.90.
Personnel and contracts: The council placed on file or approved employment contracts for Kenneth L. Kelley (Chief of Police), Melissa S. Kellerman (City Clerk) and Carrie Gilliam (Economic Development Coordinator/Zoning Administrator). The council approved Resolution No. R-2024-56 authorizing a Certified Water Operator Services Agreement with Albers Water Services, LLC, and accepted a proposal from Haier Plumbing & Heating, Inc. for the IL-154 and Fairground Road water main replacement project. Commissioner Peradotta introduced a Motor Fuel Tax maintenance program resolution with a corrected amount of $230,000 for 2025, which the council placed on file.
Other routine actions included approval of one radio repeater purchase for $2,827.00 from Roy Walker Communications to be paid from the Police Account and adoption of Ordinance O-2024-15 levying taxes for the Pinckneyville Public Library for the 2024–25 fiscal year. The council also approved the 2025 regular meeting schedule and adjourned at 6:14 p.m.
All recorded motions and resolutions were approved on unanimous roll call votes by the four members present (Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer); Commissioner Joshua L. Kuhnert was absent.
